Louisa was born in Paris as the second daughter of Sir Charles Stuart, the British ambassador there, who in became Baron Stuart de Rothesay. Much of her childhood was spent in Paris. She was Louisa Anne close to her elder sister Charlotte, who would one day become the first Vicereine of India as the wife of Lord Canning ().
